BENNIWORTH PARISH COUNCIL
PARISH COUNCIL MEETING 27TH NOVEMBER 2019
St Julian’s Church 7.30pm
- In Attendance: Cllr. G Stewart (Chair), Cllr. A. Simpson, Cllr. J. Gladman, Cllr. D. Gilmour, Cllr. K. Robson.
- Apologies: Cllr. S. Olivant
- Cllr. Stewart advised the meeting that Mrs J. Hart was willing to be co-opted as a council member. This was proposed by Cllr. Simpson and seconded by Cllr. Gladman, all were in agreement and Cllr. Hart participated in the meeting.
- Public Session: No members of the public were in attendance.
- Clerks Report: The clerk gave a short update on general matters which included correspondence sent and received. This also included interaction with LCC and the Highways dept. on issues including village signage and drainage. In the absence of Cllr. Olivant the clerk issued a copy of the latest financial report for information and also advised that figures for the 2020 precept value were required by January. Clerk and Cllr. Olivant to create the budget for 2020 to allow the precept value to be calculated - Action Cllr Olivant & Clerk
- Salt speader: Cllr. Robson presented a full report of his meeting with the LCC highway’s representative responsible for gritting. LCC explained that they are not able to grit the village roads due to resource limitations and also that the roads are too narrow to allow their vehicles to operate. They are therefore, happy for us to undertake the gritting provided that we follow their procedures and maintain accurate records. Mr. Keith Olivant was also in attendance and has agreed to undertake the work FOC using the spreader equipment owned jointly with the village. The chairman thanked Cllr. Robson for bringing this matter to a satisfactory conclusion and the clerk is to provide written confirmation to LCC that Mr. Olivant will ensure that the local gritting is done in compliance with the LCC safety procedures and method statements. Based on the information received all councillors were in agreement that the work should proceed - Action Clerk
- lick’em Hill signage: Cllr. Gladman reported that she had prepared the necessary forms for approval of the name change and associated signage, but sought some clarification and agreement on location of the signage. Following discussion all sign locations were agreed and Cllr. Gladman will proceed with the application with a view to obtaining final costings - Action Cllr Gladman
- Dog waste bins: It was agreed that the clerk would follow up and progress an existing application for a bin to be located in the Silver St. area with the appropriate authorities. It was agreed that any application should be limited to Silver St. for the time being - Action Clerk
- Village emergency plan: Cllr. Gilmour reported that he had examined details of some standard local authority emergency plans and procedures, but these appeared to be very complex and probably intended for implementation by much larger urban areas and impractical for the village. A simple means of supporting vulnerable parishioners in times of health emergency and extreme weather conditions was seen as the most appropriate place to start with any plan. It was agreed that a means should be found to make contact with all village residents to identify anyone requiring assistance before deciding what support needed to be put in place. It was agreed that a working group should be formed under the chairmanship of Cllr. Gilmour to include Cllrs. Gladman and Simpson to take this matter forward. The need for data protection compliance would have to be observed in any solution - Action Cllr Gilmour
- Notice board/bus shelter – Silver St. area: Cllr. Robson reported that a survey of existing residents of Silver St. with children catching buses to school had shown little interest in such a shelter and this, in addition to the considerable costs involved, led to the decision to revert back to the original plan to site a second village notice board alone to serve the Silver St. area. The clerk was tasked with gathering quotations for a suitable free- standing structure for future consideration prior to proceeding - Action Clerk
- Village Christmas tree: It was decided that a village Christmas tree be erected in the village. The tree will be purchased from council funds and will kindly be erected and illuminated by Mr. Keith Olivant. In addition, a gathering around the tree for carols is planned on a date to be advised - Action Cllrs Hart & Simpson
- Consideration for planning application: A planning application has been received from the planning authority for comments from the parish council. The applicants are Mr. and Mrs. Temple. The plans were examined by councillors and inaccuracies were identified. Cllr. Robson was asked to examine the plans further and provide a report to the clerk who will respond to ELDC with comment in due course. Cllr. Hart enquired if the residents of Carpenter’s Cottage had been made aware of the application and she was asked to check this. All residents are free to make appropriate comments via the ELDC website planning portal on www.e-lindsey.gov.uk - Action Cllrs Robson & Hart & Clerk
- AOB – topics for future consideration: Following recent household break-ins it was suggested that neighbourhood watch representatives be invited to attend the next village public meeting to offer security advice to residents Research the possibility of providing a first aid training course.
