The Meeting of Benniworth Parish Council was held on Thursday 13th July, 2017 at Skirbeck Farm at 7.30 p.m.
M I N U T E S
Apologies: Councillor G. Stewart
Present: Councillors K. Olivant, C. Raynor, C. Portais, S. Olivant, P. Walker, F. Moon, Clerk Mrs. K. Willoughby. Four members of the public.
Public 10 minutes: It was brought to the Council’s attention that public footpath’s have not been looked after and you cannot walk down them. The Clerk to find out who is responsible for the up keep of the paths. It was suggested that a horse sign be put up on the Meadow Lane Road just before the Old Carpenter’s Shop. It was stated that Highways supply signs. It was then suggested that with it being a safety issue that Slow signs be put up.
Dog Poo down Silver Street was discussed and the best possible place for another Dog Bin is on the grass just past the entrance to a field. Clerk to send map etc.
Councillor K. Olivant had enquired about the barking of dogs. The criterial for this is over a 2 day period the barking is every 15 minutes in 1 hour.
Minutes of previous meeting: were read and signed as correct.
Matters Arising:
1.Defibrilator - Councillor K. Olivant stated that the defib is now all wired into the telephone box. It is a battery pack and now running. It was suggested that the light should be working in the telephone box.
2. LIVES Course - There is 12 places on the course a date to be arranged as soon as possible Flyers to go around the village when date arranged and will also put it on Benniworth Facebook.
3. Skip - Councillor K. Olivant had enquired from another company and was told to use the one we had last time. He had contacted Paul Riddell 8 metre skip for £130 + VAT and it was agreed that the 2nd week in September and it to be placed down Panton Road just past the pull in. Councillor S. Olivant would do flyers and Councillor C. Raynor and C. Walker would deliver around the village.
4. Parish Clerk Councillor K. Olivant had been unable to find anyone to take on the position of Clerk. Mrs. K. Willoughby had persuaded her daughter-in-law to take over with some help from her. The Parish Council agreed to this
5. Risk Assessment Officer Councillor C. Raynor suggested that the Parish Council need someone to be risk assessment officer for events in the village. It was suggested that we have our own form. Councillor C. Raynor to look into this and bring to next meeting.
6 . Planning bike track. This has now gone to East Lindsey District Council and will go to planning sometime in August.
Financial Statement: Savings account £207.80, Cheque account £1,441.77, giving a Total of: £1,649.57
Correspondence: Highways had e.mailed to state that there would be cluster meetings for
Highways to meet Parish Councils. Clerk to find out more information.
Co-option Parish Councillor Clerk had been informed that the Parish Council now have to advertise and if there are any applicants the Parish Council can co-opt.
Councillor F. Moon suggested that a polite notice be placed around the village concerning bonfires etc. Councillor F. Moon to implement this.
