MINUTES
17. Attended by: Councillor Fay Moon, Councillor Gillian Stewart, Councillor Chris Raynor, Councillor Sue Olivant, Councillor Paul Willoughby
18. Public 10 minutes:
A member of the public raised a point in regard to the servicing of the Defibrillator. Cllr Moon explained this was all in hand, and would be dealt with prior to next Parish Council meeting.
The matter of POTHOLES was raised as these were supposed to be dealt with by Highways at by the end of June 2018. Parish Clerk will allow Highways an additional 2 weeks and if nothing is done Parish Clerk will chase Highways.
A member of the public also informed the Parish Council that a difficult situation has apparently been dealt with, and no further action is required at this time.
19. There were no absences from the Parish Council meeting.
20. The Minutes from the Annual Parish Meeting and the Parish Council Meeting were signed-off by the Parish Council Chairperson.
21. Cllr Moon informed the Council of her meeting with Cllr Keith Olivant and read out an email sent to all Parish Councillors detailing her conversation with Cllr Olivant. On the day of this Parish Council Meeting Cllr Moon received a letter of resignation form Cllr Keith Olivant. Parish Clerk to inform ELDC of resignation.
Cllr Moon has obtained all necessary paperwork in regard to the Defibrillator from Mr. Olivant
Mr. Olivant is happy for the Parish Council to continue to use Skirbeck Farm on a complimentary basis for their Parish Council meetings.
22. Cllr Moon has sent Thank You letters to both Pat Walker and Christine Portas for their service to the village and the Parish Council. Cllr Willoughby suggested that the Parish Council also send a Thank You letter and gift of flowers to Kath Willoughby, who was the Parish Clerk for many years. The Chairperson advised it would not be possible for the Parish Council to fund this, but the Councillors agreed they would donate 5.00 pounds each.
23. Cllr Moon went through discussion notes from meeting held at Foxholes on the 29th May and the 14th June 2018.
Points Made:
- 3 x Councillors Signatures were obtained by Parish Clerk for new Bank Account
- Parish Clerk Contract of Employment was agreed
- Further discussions were held in regard to Gritter. Item for Agenda.
- Defibrillator Code will have to be supplied to person carrying out the service.
- Adopt a Planter – this will be put on Benniworth Facebook page. Replies by email to Parish Clerk

- Signage for No Through Roads to be kept clear and visible by those who have a sign located on their property
- Parish Clerk to check if Patricia Beardwell is still our Local Councillor
- Mr John Moon will take on the responsibility of Risk Management Officer. He will be sent on a refresher course at the expense of the Parish Council.
- Dog Fowling Signs: It was agreed these need to be placed around the village. However the Councillors have decided that it would be a good opportunity for the Village to get involved, and therefore a competition will be advertised on both Benniworth Facebook page and on the Parish Council website, for the best promotional sign requesting people to pick-up their dogs waste. 12 x A5 signs will then be produced and displayed at relevant locations around the village
- The fourth dog waste bin should be placed in Silver Street. However Cllr Willoughby will talk to resident of Silver Street to get their suggestions as to its location. Cllr Willoughby will also talk to ELDC with regard to their collection access foe Dog Waste Bins located in Silver Street.
- Parish Clerk to talk to Highways with regard to another Grit Bin being located on (Road with no Name) ‘Click’em Hill’
- Parish Clerk to check if Council will grit the Bus Route.
24. Salt Gritter:
Cllr Moon will confirm whether Keith Olivant will continue with gritting. If not the Parish Council may sell the gritter and purchase one that can be pulled by a four-wheel drive instead of tractor. Cllr Willoughby cannot undertake this task as cannot guarantee he would be available as and when required. Mr. Olivant informed Cllr Moon that he part owned the gritter. Cllr Moon has asked Keith for a copy of the original invoice. Parish Clerk to provide if possible, the original invoice from Olivant and Son and a record of payment to Olivant and Son by Parish Council, from Lloyds Bank via Bank Statement.
25. Planning renewal for Glebe Farm dwellings – Parish Council has no objections
26. ROAD SIGNS
- Meadow Lane will remain after Parish Clerk checked with Meadow Lane residents
- Road with no name will now be officially named CLICK’EM HILL. Cllr Moon and Parish Clerk to deal with necessary paperwork, and with the assistance of all Councillors, the Parish Council will look to formalise the naming of the road and promote the village through the use of all media formats.
- Cllr Moon to check with AONB in regard to road signage, as they hold a veto on signage in the Wolds.
- Slow for Horses sign will remain.
- Cllr Moon will also request copies of the Village Map
27. Parish Council Vacancies: Only one application for Councillor was received by the Parish Clerk. The Parish Council unanimously voted Mr. Steve Tyerman of Highfields, Benniworth on to the Council. The Parish Clark will now meet with the co-opted councillor and formalise the paperwork. Cllr Moon will meet with Cllr Tyerman on her return from vacation. Cllr Moon to update Parish Website with Co-opted councillor’s details. Cllr Willoughby will advise village residents on the Facebook Page, to look at the Parish Notice Board for recent changes to Parish Council.
28. Finances:
- Upcycling of Bus Stop Notice Board completed. Cllr Cris Raynor carried out the work at her own expense.
- Roger Lynly will be asked to provide a cost for making a covered Notice Board for Silver Street
- Confirmed £150.00 pounds to be gifted to Village Church fete on 7th July. Money to be used to provide raffle prizes, items for Pop-up Auction and the Dog Show.
- Parish Council agreed for £100.00 pounds to be given to Church for first cut of grass.
- Cllr Moon is getting quotes for the supply of the annual Skip – expected to be around the 380.00 pound mark including VAT
- Cllr Moon is completing Councillor Fry’s Community Grant application for additional funding of 300.00 pounds. The money to be used for the benefit of the Village and its’ residents.
- The Parish Council agreed it was far too costly to implement a Children’s Play area or an Adult Outdoor Gym on the Green.
- Parish Clerk presented Draft Accounts for year ending 31st March 2018. The accounts were agreed by the Councillors and will now go for Audit.
