Benniworth Annual Parish Meeting

2. Attended by: Councillor Keith Olivant, Councillor Christine Raynor, Councillor Gill Stewart, Councillor Fay Moon, Councillor Sue Olivant, Councillor Paul Willoughby, Councillor Christine Portas, Councillor Pat Walker (Guest ELDC Councillor Richard Fry)
3. The Chairman (Councillor Keith Olivant) gave his annual statement recording the events of the previous 12 months
4. The annual election for the Chairperson of Benniworth Parish Council was undertaken. The Parish Clerk asked the Councillors if any of them wished to stand for Chairperson and Councillor Gill Stewart put forward Councillor Fay Moon. Councillor Stewart stated that after the well-attended Annual Public Meeting of 26th April 2018 and with the new rules and regulations being instigated by all Local Authorities, Cllr Stewart was of the opinion the Parish Council was now in need of a Chairperson who fully understood the need for change and who could work closely with the Parish Clerk in providing Benniworth with a transparent and properly regulated Parish Council.
Cllr Fay Moon accepted the nomination and it was seconded by Cllr Cris Raynor. Cllr Pat Walker nominated Cllr Keith Olivant and was seconded by Cllr Cristine Portas. The Councillors voted by the ballot system and the votes were counted by Councillor Richard Fry from ELDC.

- 4 votes for Councillor Fay Moon
- Councillor Keith Olivant did not vote in the election
Councillor Moon accepted the position of Chairperson of Benniworth Parish Council. However it is with deep regret that we may lose the services of Councillor Keith Olivant, after many years of excellent service to the village, as he chose to leave the room after the election.
The new Chairperson Cllr Fay Moon then proposed Gill Stewart as Deputy Chairperson, it was seconded by Cllr Paul Willoughby.
The Councillors then agreed it would only be fitting to recognise Councillor Olivant’s long service to the village of Benniworth, and agreed to discuss this in more detail at the next Parish Council Meeting.
5. The Parish Clerk put forward DRAFT financial end of year accounts, however there were several anomalies pointed out by Cllr Sue Olivant. These are due to financial records not being kept up to date, due to the lack of a Parish Clerk for a period of time and the fact the present Parish Clerk cannot access the bank account. This is due to a requirement by Lloyds to close the present account and open a new one. Lloyds will not allow a change of name on the old account at this time. A new bank account will now be opened.
It was suggested by the Parish Clerk that Cllr Sue Olivant takes on the role of Financial Officer, this was supported by the other Councillors. Councillor Sue Olivant accepted the role of Financial Officer.
